Responsibilities of the Secretariat for Crisis Management Communication

as provided for in the Presidential Decree 82/2017 (in Articles 32-33)

Article 32

SECRETARIAT  FOR CRISIS MANAGEMENT COMMUNICATION

  1. The Special Authority/Service  for Refugee and Migrant Crisis Management Communication Planning shall be transferred as a set of competencies, posts and personnel from the General Secretariat for Media and Communication to the Ministry of Digital Policy, Telecommunications and Media and it shall be  renamed Secretariat for Crisis Management Communication
  2. The Secretariat for Crisis Management Communication shall be composed of the Directory for Crisis Management Communication Planning

Article 33

DIRECTORY FOR CRISIS MANAGEMENT COMMUNICATION PLANNING

1.The Directory For Crisis Management Communication Planning is responsible for the crisis management communication in cases of  the refugee and migrant flows, the natural and technical disasters and in cases of which fall within the competences of the Department of Civil Emergency Planning.

2. The Directory For Crisis Management Communication Planning shall be composed of:

  • the Department for Refugee and Migrant Crisis Management Communication Planning
  • the Department for Natural Disasters Crisis Management Communication Planning….
  • the Department of Civil Emergency Planning

3.The DEPARTMENT OF REFUGEE AND MIGRANT CRISIS MANAGEMENT COMMUNICATION  PLANNING is responsible for:

  1. planning and effective co-ordination of communication tasks of competent political and military authorities, agencies and services responsible for the implementation of the national refugee and migration policy
  2. provision of information to representatives of Greek and international Media on issues related to refugee and migration policy
  3. the publication of press releases, data and updates on the issue from the Governing Council for Refugee and Migration policy
  4. co-operation with other competent agencies and bodies such as, for instance, the Governing Council for Ministry for Migration Policy, the Ministry for Migration Policy and the Department of Public Relations of the General Secretary of Communication and Media

4.The DEPARTMENT OF NATURAL DISASTERS CRISIS MANAGEMENT COMMUNICATION PLANNING is responsible for:

  1. crisis management communication planning in case of technical and natural disasters as well as for any kind of emergency in cooperation with the other competent agencies and bodies
  2. provision of information to representatives of Greek and international Media on issues related to the mitigation of impacts of the natural and technical disasters
  3. the publication of press releases, data and updates on the issue
  4. co-operation with other competent agencies and bodies such as, for instance, the General Secretary for Civil Protection, the General Secretary of Telecommunications and Post, the Earthquake Planning and Protection Organization (EPPO), the Governing Council for Civil Protection, the National Council for Radio and Television (NCRTV), the Ministry of Interior, CERT HELLAS
  5. the contribution to the elaboration of communication crisis management plans through the coordination of actions related to the image management system of the country in Greece and abroad.
  6. The DEPARTMENT OF CIVIL EMERGENCY PLANNING is responsible for :
  7. emergency action planning of the Ministry Services during the war or in case of emergency in the peacetime, as well as the regulation of all the relevant issues, in accordance with the provisions in force
  8. the authorizations of handling classified material
  9. making suggestions for the crisis management and the safe operation of the facilities of the Ministry
  10. training the employees/ personnel in the Ministry on civil emergency planning issues
